Level 15 unlocks the Chili kitchen on Golden Hill. It might be a bit of a shock to you when you get it built and discover it takes 2 hours to make chili. The next few levels you will need to treat it as precious, but before you know it, you will have multiple kitchens upgraded and be stocking up on chili. The warning I give you is that the food cart at level 21 takes a lot of chili, so don't dismiss adding a 3rd Chili kitchen as you expand in the future.
The Gazebo is purchased and upgraded with Loyalty Points on Golden Hills. It is an amazing decoration that will offset multiple houses and is worth saving for and upgrading.
