Level 21 lets you build the Food Cart on Golden Hills. It takes both Cornbread and Chili to make Chili dogs. You will find that this building quickly eats through your chili because you would need 6 chili kitchens (level 1 without upgrades) to keep up. The good news is that demand isn't incredibly high, so you can intermittently put it in storage (Next Level) when your Chili dog stock is good.
At level 21, there are a number of upgrades, with the barn being the key one. You can upgrade your feedmill, and I would recommend that you do, but you are probably starting to feel a bit pinched on workers, and space to make more workers. Upgrading the feed mill saves you 70 seconds for cowfeed on a 21 minute cycle. This only benefits you if you are present during those 70 seconds to harvest and restart, or if you are present the 10 minutes that chicken feed finishes earlier. If you are struggling with workers, the feedmill, silo and cannery are OK upgrades to put on the back burner till you farm can grow a little more.
Level 21 opens a quest with Wade to use your first flag. Chances are, you already have some from the festival rewards. Flags last for 48 hours and give you some perk, from increasing market materials, boosting output from fields on a specific Homestead, or reducing the cooldown on train returns. You can look through all the available flags at the flag pole. Green are production, blue are delivery.
Flags are more of a premium game item. You get one per month in the festival, and 3 more if you buy the festival pass (Level 11 Guide). After that, they are a pay to play perk offered in many packages.
Use your flags strategically for maximum impact, like if you are running your market hard for player tournament, put on a material and coin bonus.
Level 22 introduces Sunflowers, another 6 hour crop, so it's wise to plan leveling up right before you are gone for 6 hours.
